Overview
Almost all K-12 programs are governed by NCLB, which increases accountability for student achievement as well as flexibility in how school districts may spend federal education funds. Programs included under the law are Title I, Impact Aid, bilingual education, educational technology and educator quality.
Key themes of the NCLB legislation:
- Schools are accountable for achievement, including closing the achievement gap, and will be sanctioned if they fail to make adequate yearly progress.
- Students must be taught by highly qualified teachers.
- Paraprofessionals must also meet qualification standards and may not replace teachers.
- Options, including school choice and services such as tutoring, will be made available to students attending Title 1 schools that fail to make adequate yearly progress.
- Title 1 schools must give parents information about each school's achievement and progress and teacher qualifications.
- Instructional programs must be based on scientific research.
- Schools must be safe places to learn.
